14 years as a Coast Guard Reserve Officer/Operations Duty Officer responsible for all law enforcement, search and rescue, and waterways safety activities for Sector Charleston, SC.

3 years as Reserve Commander/Senior Reserve Officer managing the 220+ reserve officers and enlisted members of Coast Guard Sector Charleston's Reserve Forces.

Over 2 years as Reserve Commander with top secret clearance in the Division of Counter Terrorism and Defense Strategies, Washington, DC.

COMMUNITY PROTECTION

The guiding principles of my administration will be to partner with law enforcement and fight crime. Working together with all state and federal law enforcement agencies, I plan to make our neighborhoods safer by keeping criminals off our streets. Community Protection must be the principal focus of the District Attorney's office and it will be my top priority.

My administration will:
  1. Address the "revolving door of justice" by,
    1. Focusing on Repeat Offenders, Habitual Offenders and Violent Criminals. The key indicator of an individual's danger to the community is their criminal history, especially when coupled with the type of crime they have committed.
      1. My administration will focus on a defendant's prior criminal history in order to appropriately and diligently fight for higher bond amounts. Increased bonds will decrease the danger of priority offenders returning to our streets and neighborhoods.
      2. Execution of this plan will begin with a newly constructed "initial appearance team" dedicated to being properly equipped to advocate for appropriate bonds.
    2. Passionately seeking revocation of probation for defendants that commit additional crimes while on probation.
  2. Innovatively fight crime through partnerships with law enforcement that address the specific concerns of individual communities and seek tougher sentences for criminals that are a plague to our communities.
    1. Those who commit heinous acts must be identified and prioritized in order to seek prompt and appropriate resolution. The most obvious crimes that must be efficiently and effectively handled are:
      1. Career/Habitual offenders - Home invaders, Burglars, etc.
      2. Sex offenders - Child pornographers, Rapists, etc.
      3. Gang members - MS-13, Hidden Valley Kings, etc.
      4. Violent offenders - Armed Robbers, kidnappers, etc.
      5. Habitual drunk drivers
  3. The Elected District Attorney must be able to immediately fill the primary roles of Chief Prosecutor and Chief Executive Officer / Manager in Charge of the largest prosecutorial district in North Carolina.
    1. As Chief Executive Officer I will:
      1. Develop an in-house mentoring and training program to develop and hone the talents of my Assistant District Attorneys in order to make them top notch trial attorneys and victim advocates
    2. As Chief Prosecutor:
      1. Relying on 18 years of practice as a prosecutor and a criminal lawyer, coupled with 29 years of law enforcement experience with the Department of Homeland Security as a Commander in the Coast Guard, I will implement innovative programs to efficiently and effectively make Mecklenburg County a safer place to live, work and raise a family.


LEADERSHIP

As a public servant, it is important to be able to DO MORE WITH LESS! As your next District Attorney, I intend to continuously advocate for additional resources, but I understand the reality of the current fiscal climate. It is critical that the individual entrusted with the task of protecting Mecklenburg County's citizens possess superior leadership abilities that have been tested and proven. Relying on my extensive criminal justice and law enforcement background, I will devise and implement training and mentoring programs for my lawyers that optimize professional development and maximize efficiency. I also plan to improve communications with law enforcement, victims and the general public through ACCESSIBILITY, TRANSPARENCY, AND ACCOUNTABILITY:

  1. ACCESSIBILITY, TRANSPARENCY, and ACCOUNTABILITY will be the hallmark of my administration.
    1. ACCESSIBILITY: I will create a Community Liaison team of key personnel that will regularly attend and communicate at community and civic meetings.
      1. This community liaison group will:
        1. Provide information and answer questions
        2. Timely post information including recent successes and failures on an accessible web site
        3. Act as my conduit by keeping me abreast of community concerns so that policy can be formulated in a timely manner to address concerns when appropriate.
    2. TRANSPARENCY: I will be posting regular progress reports and information through the DA's website and making myself and key assistants readily available for questions at community meetings.
    3. ACCOUNTABILITY: I will hold semi-annual open town hall meetings to address specific community concerns. I will use these meetings as an opportunity to learn from the citizens in order to proactively stay at the tip of the crime fighting spear.


DEDICATION

The four years that I served with the Mecklenburg County's District Attorney's office were the most educational and informative times of my legal career. Serving and protecting the public is a passion I have had ever since I was a young man. Upon leaving the Mecklenburg County District Attorney's office, I announced that it was my plan to return to lead the office when the time was right. For the last 14 years, I have gained invaluable experiences and the requisite knowledge necessary to become the next elected District Attorney of Mecklenburg County. I intend to make this County a safer and more secure place to live, work and raise a family through avid community protection, leadership, and dedication.

It is time for a prosecutor that will effectively marshal all the available resources and experience necessary to fight crime. It is time for victims to have a voice and an unwavering champion for their rights and protection. It is time for our citizens to be confident in the job performance of the District Attorney's Office. It is time for our community to feel safer and more secure.

As our county grows, it is essential that the person who the citizens of Mecklenburg County elect as the next District Attorney have the ability to manage. It is equally vital for your next District Attorney to have an extensive background in criminal law and procedure to be able to protect and serve the people with knowledge and experience.
